1. EDITORIAL COMMENT
Source: Catherine Johnston, President & CEO, ACT Canada (05/30)

It's that time of year again!

Conferences can be described as a necessary evil, because they run the gamut from really bad (but the location was great) to really good (it helped my career).  The EMV in the US roadshow has taken me to 6 so far this year and they were all on the + side.

Cardware 2012: Payment Insights is less than 3 weeks away.  I know that I have a bias when it comes to this, our 23rd annual conference, but this is why I think you should attend.

  1. The program is designed to educate, not "sell".  Aren't we all tired of speakers who think we are primarily interested in the size of their companies!
  2. You will meet people from every single payment stakeholder group; issuers, acquirers, merchants, payment brands, regulators, suppliers, consumer representatives, mobile network operators.  At this stage of the m-commerce market, the conversations you'll have and the relationships you'll form can be invaluable.
  3. Insights – information is only valuable if it is timely, relevant to you and can advance your goals.

Cardware consistently ranks high with delegates in all these areas.  Come for the networking, for the insights, for your company's benefit and for your own career advancement.

2. CIBC AND ROGERS UNVEIL THE FUTURE OF MOBILE PAYMENTS IN CANADA

Source: Canada Newswire (05/15)

CIBC and Rogers Communications announced an agreement to launch Canada's first joint mobile payment solution, allowing Canadians to pay with their CIBC credit card at the checkout counter using their Rogers "Near Field Communications" (NFC) enabled smartphone. Beginning later this year, customers will be able to use this payment capability at merchants across Canada where contactless credit card payments are accepted.

This announcement represents the first time a bank and a wireless carrier have joined forces to offer a commercially available mobile payments solution to Canadians that leverages the secure SIM card inside an NFC-enabled Rogers smartphone. This new solution aligns to guidelines announced yesterday by the Canadian Bankers Association for mobile payments in Canada, as well as those developed by respected international associations such as the GSM Association (GSMA), the association of mobile operators and related companies dedicated to standardizing and supporting GSM technology.

"As the leader in delivering mobile financial services innovations in Canada, we are pleased to introduce yet another innovation in the market that will shape the payments experience of the future," commented David Williamson, Senior Executive Vice President, Retail and Business Banking, CIBC. "By teaming with Rogers, CIBC clients will soon enjoy the convenience of paying at the checkout with their mobile device while enjoying the existing benefits of their CIBC credit card, including loyalty rewards."

"Canadians are embracing new technologies at an accelerated pace and we know they're interested in using their smartphone for mobile payments," said Rob Bruce, President of Communications, Rogers Communications. "We've been laying the foundation for mobile commerce and the ecosystem is ready to give Canadians the convenience, security, and peace of mind they deserve," said Bruce. "Today's announcement with CIBC represents an important first step toward a whole new world of mobile transactions which is a key growth area for the company."

Some of the key features of the new mobile payments solution include:

  • Full access to a client's existing CIBC credit cards on their smartphone at no extra cost - whether Visa or MasterCard - this gives clients the opportunity to earn loyalty points on purchases as they do today.
  • Multiple layers of security - Paying with your NFC-enabled smartphone will be as secure as using your credit card today. Clients will receive the same fraud protection they do with their contactless credit card, and secure encryption technology will add to the layers of security already in place on credit card purchasesClients will also have the option to set additional password protection.
  • No "stickers" on your phone - this new payment capability will leverage the secure SIM card inside a mobile device for payments, meaning clients can manage their credit card credentials on a secure platform, and won't need to worry about stickers attached to their phone.

This new CIBC mobile payments capability will be available on select BlackBerry® smartphones on the Rogers wireless network when the solution launches later this year, with additional device choices for clients available following launch.

MasterCard's Mobile Payments Readiness Index ranks Canada ahead of the United States and second out of 34 countries.  A key finding emphasizes that partnerships among the key players in the mobile payments ecosystem - financial institutions, payment networks, telcos, governments, technology providers - are essential to accelerate the commercialization of mobile payments.

3. FINANCIAL INDUSTRY ANNOUNCES GUIDELINES FOR MOBILE PAYMENTS IN CANADA
Source: Canadian Bankers Association (05/14)

As Canadians continue to adopt mobile technology and as demand for mobile payments capability continues to grow, the banking industry and credit union system today announced a set of voluntary, secure, open guidelines for the development of mobile payments at point-of-sale in Canada.

The voluntary guidelines, technically known as the Mobile Reference Model, will serve as a blueprint for how mobile payment capabilities can be offered in the Canadian market, including guidelines around how information is exchanged among various parties to a transaction including financial institutions, payment card companies, telecommunications companies and merchants. While voluntary, the financial institutions that developed the guidelines are committed to these principles in the mobile market, and these guidelines are intended to create a path to help all market participants move forward in developing mobile payment solutions.

Canadians are looking forward to being able to pay at point-of-sale with their mobile device, and today's announcement of guidelines for mobile payments in Canada brings this closer to making it a reality. By developing a set of guidelines that all participants in the payments marketplace can work within, the goal is to ensure safety, security and ease of use for merchants and consumers while allowing for innovation and competition among market participants.

The guidelines are designed to provide clarity to the marketplace as various participants consider how they will meet the growing demand for mobile payments in Canada. These guidelines were developed as an outcome of the federal government's Task Force for the Payments System Review in 2011, and provide definition for a fair, transparent, and competitive Canadian market for emerging payment options with mobile devices.

The guidelines were developed cooperatively by major Canadian banks and credit union groups1, to support innovation in the marketplace. Specifically the guidelines will benefit the market in a number of key areas:

  • Enabling Innovation: The guidelines provide a common framework for how mobile payments capabilities can work with existing payments systems such as contactless readers, which are already widely installed across Canada. A common foundation for mobile payments allows all market participants to benefit      from the work done so far and to focus on delivering unique competitive offers to consumers.
  • Providing Clarity and Efficiency: A common framework allows for efficiency in the market in developing new mobile payments solutions for Canadians, as individual service providers will benefit from the foundation provided in these guidelines and can focus their investment on adding value for consumers.
  • Delivering Continued Security: The guidelines are designed to work with existing, secure contactless payment technology already in place today. This benefits      merchants and consumers by building on an existing system, and leveraging the same high security standards used by today's chip-enabled credit and debit cards.

The mobile payment guidelines have been developed to be in full compliance with Canadian regulations and will respect the Code of Conduct for the Credit and Debit Card Industry in Canada. We look forward to working with the federal government on adaptations to the Code of Conduct to reflect emerging issues related to mobile payments.

As part of the process of establishing the guidelines, outreach was undertaken with a wide range of industry stakeholders to ensure the guidelines met the foundational needs of all parties for an open, fair, and secure system for mobile payments, and this dialogue is ongoing.

The Mobile Reference Model (Guidelines) can be found on the CBA web site – http://www.cba.ca.

4. MASTERCARD FORMS GROUP TO BOOST EMV MIGRATION IN THE UNITED STATES
Source: Contactless News (05/25)

MasterCard has proposed the formation of a cross-industry group designed to promote collaboration and alignment between networks, issuers, merchants, manufacturers and other groups in the implementation of EMV technology in the United States.

The group would focus on several key areas, such as providing guidance on non-proprietary technical issues, standardizing the consumer experience, and creating a set of common terms, descriptions and guidelines for EMV-enabled devices and terminals.

MasterCard emphasized the need for industry alignment regarding the implementation of EMV standards, as well as introducing the need for securing all channels including the ATM.

Discussions regarding the activation of this group have begun and details will be made available over the next few weeks, as the industry continues to join together and the formal structure of the group is formed.

MasterCard has announced PayPass Wallet Services, a new global offering for banks, merchants and partners that will make customers purchase in stores or online.

PayPass Wallet Services delivers three distinct components, PayPass Acceptance Network (PayPass Online and PayPass Contactless), PayPass Wallet and PayPass API. Ingenico and Vantiv, Inc. announced that the processor has chosen Ingenico's new generation Telium series point‐of‐sale (POS) products coupled with Vantiv point‐to‐point encryption (P2PE) solution for marketing and sale to its financial institution and merchant customers in the United States.

14. GEMALTO SIGNS MULTI-YEAR CONTRACT WITH THE UNITED KINGDOM DRIVER AND VEHICLE LICENSING AGENCY

Source: Gemalto (05/03)

Gemalto announced that it has been selected by the Driver and Vehicle Licensing Agency (DVLA) to supply in the range of 40 to 80 million secure Sealys documents for a variety of official permits. These include in particular digital tachograph cards, the next generation of highly-secure polycarbonate driver's licenses, and  biometric residence permits, in a multi-year contract.

The DVLA will begin deploying the products in 2013 using Gemalto's EU-compliant eco-friendly Sealys polycarbonate portfolio of secure documents, fitted with unique security features such as Sealys Edge Sealer, a feature unique in the market comprising a laser engraving process applied during the production stage to the edge of the polycarbonate document, adding an additional layer of security. Furthermore, with Gemalto's Sealys Laser Sealer feature, the laser-engraved images will be digitally enhanced to include an additional visible security pattern, which prevents modification of the photo without leaving visible marks.

The move by the United Kingdom's Driver and Vehicle Licensing Agency is in keeping with the European Commission initiative to create a standard format driver's license across the European Union, made of high quality polycarbonate documents with high level security features. Gemalto's Sealys Biometric Residence Permit is not only compliant with European specifications and the latest ICAO standards, providing temporary residence entitlement for non-EU citizens, it is also offering enhanced security features unmatched on the market.

The agreement has been entered into with Gemalto UK Ltd., the Fareham based central hub for Gemalto in the UK, that is in charge of managing the entire project. Gemalto will also be working closely with the DVLA  to enable the personalization of the products directly by the DVLA.

"The DVLA is recognised as a centre of excellence for the issue of high security national documents like the Driving Licence and Biometric Residence Permit," commented Simon Tse, Chief Executive Officer of DVLA. "The new contract we have signed today delivers millions of pounds of saving for the UK taxpayer and allows DVLA to issue even more secure driving licences, and provide the next generation of high security smart cards for other parts of UK government. We look forward to working with Gemalto to ensure the UK's  cards remain among the most secure in the world."

Jacques Seneca, Executive Vice President at Gemalto, said: "Gemalto is honored and delighted to be working with the DVLA in this prestigious landmark UK project. Our size and global efficiency enables such large projects to benefit from significant savings at critical times for governments, and our recognized expertise in developing secure documents and long experience in working with governmental bodies around the world ensures a strong track record for the success of the project".

15. VISA DEBIT TAKES FLIGHT WITH AIR CANADA

Source: Canada Newswire (05/09)

Visa Canada and Air Canada announced that Canadian Visa card holders will now have the convenience to purchase Air Canada tickets using Visa debit.  Beginning in May, customers can take advantage of using the Visa debit card as a payment option for scheduled passenger services purchased online, through Air Canada's website, or over the phone through Air Canada Reservations.

Visa debit represents an evolution in payments technology allowing one-step online electronic debiting of funds without requiring customers to sign in to their bank account.   As Canadians continue to engage in eCommerce in record numbers, Visa debit addresses the gap that currently exists for debit functionality within the online space, providing Canadians with increased accessibility and payment choice.  Importantly, all purchases made with Visa debit are backed by Visa's multiple layers of security, which helps to reduce the risk of fraud through Visa's Zero Liability Policy, Verified by Visa, E-Promise, AVS (Address Verification Service) and CVV2 (the three-digit code).

"We're pleased to announce that customers of Canada's largest airline can now enjoy the enhanced benefits of Visa debit technology, offering greater choice and convenience to passengers who may prefer to purchase their air travel using the existing funds in their bank accounts,"  said Sue Whitney, Head of New Products, Visa Canada.  "Air Canada's adoption of Visa debit signals the increasing electronification of payments in the Canadian marketplace, and we are proud to support them in providing payment solutions that best reflect the evolving ways and places consumers are transacting."

"The introduction of Visa debit leverages new technology to increase choice and convenience for our customers.  Customers purchasing online and through our call centres now have a new payment option that meets the growing usage of debit cards in Canada.  We are pleased to partner with Visa Canada given their reputation for reliability," said Craig Landry, Vice President of Marketing at Air Canada.

16. FIME CERTIFIES QATAR NATIONAL BANK NFC PAYMENTS SOLUTION ACCORDING TO MOBILE MASTERCARD PAYPASS SPECIFICATIONS

Source: (05/29)

FIME has tested Qatar National Bank's (QNBs) contactless mobile payments solution for its compliance to Mobile MasterCard PayPass Specifications. The pilot project, which began roll-out in March this year, is Qatar's first near field communication (NFC) payments initiative.

The contactless mobile payments programme provides QNB customers and merchants with a convenient and quick way to make and accept payments through the use of NFC-enabled handsets and point-of-sale (POS) contactless terminals. The mobile payments project is part of a phased implementation plan where QNB will work closely with project participants to deploy contactless POS terminals in Qatar's leading NFC cities.

FIME's ISO 17025 accredited laboratories performed on and off-site test evaluations on mobile handsets, Universal Integrated Circuit Card (UICC) and POS contactless terminals to confirm compliance with Mobile MasterCard PayPass Specifications and provide the necessary certification.

Abdulla Nasser Al Khalifa, Assistant General Manager Retail at QNB, comments: "Developing and launching a nationwide contactless mobile payment pilot required a multidisciplinary approach due to the various stakeholders involved. Testing and certification was therefore vital in ensuring interoperability and standardisation. With its global experience and regional presence, we were keen to work with FIME to engage with the various stakeholders and ensure products could be confidently brought to market and form part of a trusted contactless mobile payments infrastructure."

Pascal le Ray, General Manager at FIME, comments: "When developing a mobile contactless payments ecosystem, it is important that each technology element fully integrates to create a secure and interoperable payment environment for the customer. With vast experience in the contactless payment market, FIME is able to act as a central point to a range of stakeholders and offer guidance through its consulting, testing and certification services, ensuring the successful delivery of products."

Regarding FIME's offering in the Middle East, Pascal continues: "FIME has been establishing its commercial presence in the region for over a year now and is looking forward to expanding its offering to provide local support to domestic payment schemes and migration to mobile and contactless payments."

RBC deposit account holders will receive a reference card, which will provide all the information required to make an online purchase with the funds withdrawn directly from their bank account including: a Visa Debit number, an expiry date and a three-digit security code. As Virtual Visa Debit is designed for online, telephone and mail order purchases only, the reference card cannot be used at physical store locations, at an ATM or at financial institutions.

RBC's Virtual Visa Debit has no annual fee and transactions made using RBC's Virtual Visa Debit do not count towards any monthly debit transaction limits that may apply to the customer's account package.

"Visa has been on the leading edge of technological advances within the payment industry for more than 50 years and we are pleased to be working with RBC to help empower consumers – connecting them to their resources quickly, efficiently and reliably," said Sue Whitney, Head of New Products, Visa Canada. "Visa Debit's strong momentum in Canada and around the world illustrates the growing migration to electronic payments and today's announcement builds on Visa's ongoing innovation and commitment to the Canadian marketplace."

Mercury Payment Systems announced the acquisition of Sundrop Mobile, a pioneer in mobile and social loyalty marketing. It marks Mercury's first acquisition since its founding in 2001, as well as the first card-less mobile loyalty program integrated with payment processing.

"Sundrop's forward-thinking loyalty product is seamlessly integrated to point-of -sale (POS) systems, making it a perfect match for Mercury," said Matt Taylor, Chief Executive Officer. "Mercury has been at the forefront of POS-integrated payments acceptance, and our technology is now built into more than 500 systems. 23. CARDLYTICS BRINGS THE POWER OF TRANSACTION-DRIVEN MARKETING TO CREDIT CARD PORTFOLIOS

Source: Aimia (05/16)

Cardlytics, the pioneer of transaction-driven marketing in banking, announced the release of "Cardlytics for Credit," an integrated suite of technology and services that enable financial institutions to effectively leverage transaction marketing to strengthen relationships with their credit card customers.

"Until now, the broad category of 'merchant-funded rewards' for credit cards has simply not produced meaningful results for retailers or banks," said Scott Grimes, CEO of Cardlytics. "To be a relevant and viable channel for large national and regional retailers, you must have a broad base of highly active and engaged accounts. Since most consumers use their credit cards infrequently and don't access their accounts routinely via digital channels, it is impossible to achieve the necessary scale in credit cards alone. Because of our reach into 70 million households' checking accounts and their associated high transaction debit card volume and frequent online access, we are well positioned to now leverage our massive scale in checking/debit to bring rich content to credit. Many of our bank clients have combined debit and credit card portfolios to extend the engagement of debit customers to their credit cards. We have continually advanced our solution to the point where we know how to make transaction-marketing effective for stand-alone credit card portfolios."

"Retailers want to concentrate on a few channels that can most profitably grow their business, and they demand precisely measured results that can be directly attributed to the media," said Marc Ginsberg, EVP of Merchant Services at Cardlytics. "Unlike current credit card merchant-funded propositions, customers directly engage with our media. As a result, we know definitively that every sale we generate is directly attributable to Cardlytics marketing."

"Cardlytics for Credit" is specifically tailored to the needs of leading national and local retailers, enabling them to successfully drive increased in-store performance from their current customers while simultaneously attracting new customers. Customer engagement is reinforced by real-time geo-targeting and real-time alerts. A recent study completed by Cardlytics for a large national retailer demonstrated that more than 86% of sales reported by legacy merchant funded rewards programs are actually driven by other marketing campaigns or simply attributable to walk-in traffic. "Without direct and specific attribution, delivering cash back to these customers is not a profitable model for retailers, and we believe that the combination of our current scale along with engagement from channels such as mobile, email and ATM will finally allow retailers to profitably invest both their time and resources to targeting loyal credit card customers," said Ginsberg.

Similar to how sales are driven for retailers, "Cardlytics for Credit" leverages Cardlytics' highly responsive marketing channels to fundamentally improve the performance of the credit portfolio far more efficiently than current marketing channels. Specific programs are available to expand card usage to new verticals, drive usage of inactive cards and increase card spend.

"For years, we have seen our transaction-driven marketing programs crush the performance of traditional channels used by retailers," said Lynne Laube, President of Cardlytics. "What is exciting now is to witness how well transaction-marketing addresses the challenges issuing banks face in improving portfolio performance."

"Cardlytics for Credit" is currently available for all credit portfolios, with the first programs going live this summer.
