Turning the Corner?
To paraphrase a great
writer, it is neither
the best of times,
nor the worst of
times.
We know that business,
along with real orders,
is in the foreseeable
future. For the industry,
the question today
is how to bridge
the gap
as customers look
for pre-sales support.
At the same time,
customers are already
challenged
by the number of
companies and events
competing
for their time. Finding
the balance is key
to building a healthier
market.
For more than 10
years, the advanced
card
industry has invested
in Canada. They have
nurtured this market
through R&D,
consulting,
accreditation programs,
standards development
and training. Over
that period some
players
have changed as opportunities
came and went.
The survivors are
more wary and resources
are scarce, but there
is an effective way
for the industry
to support the emerging
market.
Promoting the technology
through advocacy
and education has
traditionally been
most
effective when channeled
through a strong
central association.
This will be increasingly
more important in
the coming years.
ACT Canada
has performed this
role since 1989 and
at
our annual general
meeting on October
16th,
we will chart the
path for the coming
years
and look back at
the past year's accomplishments.
Our goal is to provide
timely, relevant
information
to benefit both the
market and the industry.
As an association,
ACT Canada represents
all card platforms
that carry technologies
beyond magnetic stripe.
Our members include
issuers from the
public and private
sectors,
regulators, the industry
and a wide range
of other interested
organizations.
This allows us an
uncommon neutrality,
contributing
to our worldwide
reputation for providing
vital information,
forecasting trends,
managing
issues and representing
the Canadian market.
We have built a broad
based network and

3. EGYPT BANK LAUNCHES CHIP-BASED MASTERCARD
CARD USING G&D'S TECHNOLOGY

The first chip-based payment card in Egypt
was launched by the Commercial International
Bank (CIB), MasterCard International and
Giesecke & Devrient (G&D). Through
this MasterCard card, CIB is further confirming
its pioneering and leadership status of future-oriented
banking services and products in Egypt.
In a joint press
conference with CIB
and
MasterCard, G&D
Egypt announced that
the new chip card
provides CIB's cardholder
with the utmost security.
The introduction
of the chip will
help to reduce the
potential
of card fraud and
allowing CIB to take
advantage
of the benefits of
value-added services
supported
by the smart card
technology, such
as loyalty
programs, frequent
flier programs, health
care records and
many more.
CIB's chip-based
MasterCard card is
based
on G&D's MChip
Lite V2.1 solution.
Further
G&D provides
in this project extensive
services: from setting
up of the processes,
the overall project
management, production
and personalization
of the chip cards
up
to the full letter-shop
services. The card
personalization includes
magnetic stripe
encoding, chip personalization,
personal
cardholder's picture
and signature.

4. KEYCORP TERMINALS IN CANADIAN MERCHANT
DEPLOYMENT

Secure electronic transaction solutions provider
Keycorp Limited announced that HN Financial,
a division of Hospitality Network and subsidiary
of Saskatchewan Crown communications company
SaskTel, had committed to the Keycorp K23
platform for deployment with merchants across
Canada.
Keycorp has developed
a debit/credit software
application for HN
Financial, which
has already
ordered 200 K23s
and is actively promoting
the Keycorp platform
as its flagship Point
of Sale (POS) terminal
solution. HN Financial
is also piloting
a range of value-added
applications
on the K23 platform.
Hospitality Network,
headquartered in
Regina,
Saskatchewan, employs
340 people as well
as HN Financial's
nationwide dealer
network
to sell its POS systems
and services to merchants
throughout Canada.
HN Financial offers
merchants the opportunity
to use the POS terminals
to generate revenue
by charging their
customers a service
fee
or a surcharge per
debit transaction.

6. RAINBOW TECHNOLOGIES COMPLETES ACQUISITION
OF CHRYSALIS-ITS

Rainbow Technologies, Inc. announced that
the Company completed the acquisition of
Chrysalis-ITS, a privately-held hardware
security manufacturer with headquarters in
Ottawa, Canada.
Rainbow acquired Chrysalis for $20 million
in cash and the Company expects the transaction
to be accretive to earnings in the fourth
quarter of 2003. Revenue for Chrysalis for
the first six months of 2003 was $4.7 million
and for the second half of the year, is expected
to increase 20 percent over that period.
"This is an important step in our acquisition
strategy that complements our product line
and customer base. The combination of Luna,
iGate and iKey provides a complete solution
for securely managing digital identities
for our mutual enterprise, healthcare and
financial customers. It also represents a
significant first step in providing our customers
an opportunity to single source their high
assurance digital security solutions needs,"

7. CREDIT UNION CENTRAL OF CANADA SIGNS EXCLUSIVE
AGREEMENT WITH EVERLINK SERVICES

Participating credit unions to save in excess
of 40% on transaction switching services
Credit Union Central of Canada and Everlink
Payment Services Inc. today announced that
they have signed an exclusive, five year
transaction switching services agreement.
Everlink, a leading-edge Canadian-based electronic
transaction switching (ETS) company will
provide exclusive processing of Interac transactions
and access to CIRRUS, Maestro, MasterCard,
PLUS and ACCULINK the credit union system's
proprietary network. Over the term of the
agreement, participating credit unions can
expect to save in the range of 40% on transaction
switching services.
The main highlights of the agreement include:
- Simplified pricing model where the transaction
switch fees are tiered to transaction volumes.
- Centralized switching environment, simplified
management, reporting & settlement.
- Two pricing models that provide options
for credit union participation.
- Near real-time disaster recovery back-up.
Jim Hackett, COO of Credit Union Central
of Canada, says, "We are excited to

as they bring an innovative approach to conducting
business and have a strong understanding

Little Rock National Airport has installed
Bioscrypt's advanced fingerprint technology
to enhance security throughout the airport.
The airport has installed a new system featuring
both Bioscrypt's fingerprint readers and
HID's new iCLASS contactless smart card technology.
The fingerprint readers have integrated HID
iCLASS 13.56 MHz read/write contactless smart
card technology, and store fingerprint templates
directly on smart cards giving users added
security and privacy. |

9. BEVERLY, ADDISON GILBERT HOSPITALS LAUNCH
HEALTH CARD TECHNOLOGIES' SMART CARD PROGRAM

Beverly Hospital and Addison Gilbert hospital
patients are receiving medical smart cards
as part of a program designed to make hospital
registration faster and more efficient. With
nearly 500,000 cards to be distributed in
the next 12 months, they are the first private
hospitals in the United States to issue smart
cards to all of their patients.
The hospitals' parent company Northeast Health
System (NHS) has been working closely with
Oklahoma City-based Health Card Technologies,
Inc. (HCT) for the past year to develop a
patient admitting system that uses smart
cards with embedded computer chips. The cards
contain access codes for each patient's medical
record, which are read through smart card
readers attached to the hospitals' admitting
terminals.
"Our admissions process is easier and
more convenient with patient smart cards,"
says Cheryl Akre Teal, director of access
services of Beverly and Addison Gilbert hospitals.
"The access services staff can pull
up the patient information instantaneously,
eliminating the need for entering the record
number manually. This greatly reduces the
likelihood of errors such as duplicate records."
Accidental creation of duplicate records
is a major problem in healthcare computing.
It can be caused by an errant keystroke in
the data entry process, or when a patient
or family member provides the wrong social
security number. These errors are not only
a time-consuming headache for medical records
staff, but they can cause critical medical
information to be hidden from treatment professionals.
"With the smart card, we will decrease
duplicate records and improve patient identification,"
says Teal.
Beverly and Addison Gilbert hospitals' smart
cards only store information that identifies
the patient's records in the hospitals' computers.
If the card is stolen or lost, there is no
security risk. "Even if someone with
the right tools managed to read the information
on the smart card chip, they wouldn't learn
anything other than the patient's record
number within our system. This won't help
anyone defeat all of the layers of security
and access control we have in place that
ensure that patient confidentiality, especially
when dealing with medical records, is held
to the highest integrity," says Akre
Teal.
The smart card admissions program is just
the first step in establishing a system where
ultimately all patients will carry their
medical history on a smart card. "Today
we are addressing a very important need within
hospitals to streamline admission - but more
importantly, we have built the infrastructure
to launch more sophisticated applications
of smart cards in the future. We'll be able
to offer cards that store extensive medical
history information, insurance data, emergency
contacts and more," said Chris Kavanaugh,
CEO and president of HCT. "We can start
to build a community-wide healthcare information
network that links patients, care providers,
and payors."
NHS is fully implementing the admission program
over the next several months. From there,
they will be actively seeking to grow card
applications. "We'll be expanding the
smart card system for the next several years,"
said Teal. "We evaluated many alternatives
and are convinced that smart cards offer
the best combination of convenience and security."
The smart card systems of Beverly and Addison
Gilbert hospitals use the same technology
being used in the national health care smart
card program of Germany, an application of
over 80 million smart cards. The smart card
chips, manufactured by Infineon Technologies
AG of Munich, Germany, are models SLE4442.
The smart card readers, manufactured by SCM
Microsystems of Ismaning, Germany, are the
Towitoko Chipdrive 130s.
HCT specializes in medical applications of
advanced automation technologies, and has
been in business since 1994. In addition
to the program in Beverly, HCT has provided
smart card systems for two Oklahoma hospital
networks.
